Spurs have been heavily linked with a summer move for the Brazilian, as boss Mauro Pochettino looks to bolster his attack.
And now the 23-year-old attacking midfielder is refusing to return to the eastern European nation because of the conflict continuing to rage there.
His representatives are understood to have started moves to find him a move, with Spurs on red alert according to the Daily Mirror.
Costa explained his fears over the troubles on his Instagram page alongside a picture of his club’s badge.
He insisted the players were “all run a deadly risk if we are in the region.”
“I like the club, the people, the city, but I’m afraid. We want to stay at the club, but we must have risk-free working conditions.”
